Professor Huang Xianjin reports from four aspects: the practice of collective construction land marketization, the price characteristic model of collective construction land and its application, and the innovation of the realization of collective construction land rights and interests. He first introduced two kinds of disputes existing in the collective construction land market, that is, equity and property right discrimination, and combed the development process of the collective construction land market. He said that from the practice of collective construction land market reform, the collective construction land policy has gone through three stages from relatively loose to strict control, and then to gradually explore the pilot.
Professor Huang Xianjin pointed out that land rights and interests are the unity of rights and responsibilities. Land price not only considers the benefits brought by land rights, but also considers the corresponding value of responsibility. Land price not only reflects the profitability of land rights, but also includes the cost of infrastructure and services in the process of land use. There is a certain gap between the complete equity price and the actual equity price due to the incomplete loss of power and the loss of power realization. Professor Huang Xianjin, taking the Pearl River Delta and the Yangtze River Delta as examples, expounds the impact of limiting the realization of collective land power on the price, and verifies it by establishing a model.
Professor Huang Xianjin said that there are still four practical problems in the process of collective construction land marketization, namely, selective "same land", restrictive "same right", binding "same price" and excessive "same responsibility". He thinks that "four same" is the key to the construction land market system of urban and rural unity, and explores the theoretical circle of urban and rural unity market system, analyzes the relationship between the "four same", and puts forward the mechanism of "three same places", "three same rights", "three same prices" and "three same responsibilities" to promote the urban and rural unity market system, so as to provide for the coordination of national collective and peasant household relations Policy framework.
At the end of the meeting, teachers and students had in-depth discussions and interactive exchanges with Professor Huang Xianjin about the problems in the realization of the rights and interests of collective construction land.
