According to the project leader, Hengdong's new approval service mode of "construction before inspection" is time-saving and labor-saving, and the time from preliminary examination to commencement is more than two-thirds shorter than before.
According to reports, in November last year, with the ultra white photovoltaic glass and ultra-thin electronic glass projects, the annual production of 3000 tons of silicone oil and 2000 tons of silicone rubber production projects, the eyebolt and sling project obtained the construction sheet of "construction before inspection", marking Hengdong County's innovative implementation of a new model of industrial project approval services in the whole province.
The principal of Hengdong County government said that in order to create a good investment environment and promote the early implementation of industrial projects, the county took the lead in trying out the approval service mode of "construction before inspection" for industrial project construction in the whole province. That is to say, after the enterprise has passed the preliminary examination of entering the park and signed the formal investment agreement with the county people's government and other preliminary work, the County Economic Development Zone guides the project owner to apply for "construction before inspection", the enterprise makes corresponding commitments according to the requirements of the relevant functional departments, the county administrative examination and approval bureau issues the examination and approval opinions, and obtains the construction notice issued by the county housing and construction department within 2 to 5 working days. Subsequently, the construction shall be carried out independently and in accordance with the laws and regulations. All relevant functional departments of the government shall simultaneously implement the whole process tracking service and supervision, and carry out joint acceptance after the completion of the project.
The main person in charge of Hengdong County Party committee introduced that "construction before inspection" accelerated the efficiency of industrial projects in the whole county. Last year, the county signed a total of 25 investment projects with a contract amount of 5.1 billion yuan. Among them, there are 12 investment projects worth more than 100 million yuan. Up to the middle of February this year, the county has signed five investment projects with a contract amount of 1.48 billion yuan. Among them, 1 project with more than 1 billion yuan.
